Minimum Qualifications

You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law. 

52.6 Transfer:

To be eligible for a 52.6 transfer, an individual must have one year of permanent competitive service in a qualifying title.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade. 

Provisional and/or Non-Competitive promotion (NCP) qualifications: 

You must be a qualified employee of the Office of the New York State Comptroller; AND have had one year of permanent competitive service as a Retirement Program Administrator 1 (SG-25), Employees’ Retirement System Examiner 5 (SG-23, formerly Employees’ Retirement System Examiner 6), or Retirement Systems Information Representative 3 (SG-23).

Provisional and/or NCP notes: 

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties

Sets and implements policy and procedures, serves as an expert witness in legal hearings. 
  • Participates regularly with Executive Management in determining policy to achieve the goal of providing timely and accurate benefits for all member and beneficiaries.
  • Manages and participates in decision-making processes for core service areas, and keeps staff informed.
  • Reviews legislation which directly affects nearly 680,000 members and over 3,000 participating employers on membership issues, as well as employer reporting and employer billing.
  • Assists in making recommendations for interpreting the intent, impact and options available for new and existing legislation, as well as policies related to the Retirement System.
  • Provide managerial technical expertise involving policy determinations and complex interpretations of the law by providing research, analysis, and direction on how to proceed.
  • Manages and oversees the necessary modifications to policy and procedures, as well as the specification and pre-implementation and post-implementation testing of changes and enhancements to automated systems which support Bureau operations resulting from new legislative mandates, the results of administrative hearings and court decisions at the State and Federal level, and desired operational improvements.
  • Attends hearings and serves as expert witness for the Retirement system in matters of dispute, which are adjudicated through the Administrative Hearing Process.
Manages and Oversees the Processing of Member Request for Credit for Previous Public Employment            
  • Manages and oversees the processing of member requests for credit for previous public employment and military service rendered prior to the current membership in the Retirement System.
Manages and Oversees the Processing of Tier Reinstatement and Chapter 751 Requests.
  • Manages and oversees member requests for Tier Reinstatement and Chapter 751 Tier Changes. Works closely with Member Enrollment and Member Accounts on both processes to insure timely completion. 
Workforce Management & Development
  • Leads and manages human resource and workforce management and development activities for core service areas; including recruitment, interviewing, hiring, performance management, employee development and succession planning.
  • Manages and oversees interviewing and evaluating candidates for appointment and promotion for core service areas.
  • Manages and oversees the use of probationary periods and performance management systems for core service areas.
  • Manages and oversees labor relations activities for core service areas.
  • Ensures the implementation and enforcement of Agency policies and procedures regarding affirmative action, diversity, and employee performance management.
  • Assures that staff is adequately trained and makes recommendations for staff development.
  • Reviews vacancies in core service areas to assure accuracy of duties, title, and need; justifies filling of all vacancies and all reclassifications.
  • Plans and coordinates with the RPA 4 and other assistant directors to ensure that the Bureau has the capacity to deliver its goals.
  • Assesses employee development needs for core service areas, including the development and deployment of staff training, including initial training for new employees, remedial training needed as the result of internal analysis of system problems and customer reported operational problems.
  • Works with change management consultants to prepare the workforce for the significant changes which will result from our business process reengineering and system replacement projects.
  • Sets policies and provides direction and leadership for Bureau professional and support staff.
  • Implements policy and procedures related to business area.
  • Manages and coordinates operations and activities with other Assistant Bureau Directors in the Bureau and in other Bureaus.
Bureau Liaison
  • Maintains liaison, by phone and written correspondence, with members, participating employers, public officials, and local administrators about changes in law, policy and/or procedures.
  • Determines appropriate response to handle correspondence of any unusually complex or sensitive nature, and drafts material for use by the Comptroller, Executive Deputy Comptroller, Deputy Comptroller, Assistance Comptroller and Director.
  • Serves on committees and teams to represent bureau as directed by management.
Performance Measures & Establishing Goals
  • Assists in managing the Bureau’s system of establishing goals and measuring performance.
  • Ensures that appropriate performance data is captured for core service areas which will provide statistical and other informational data to Division executive management, bureau managers, supervisors, and staff to show progress in meeting or exceeding performance goals and inform decision making.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
